DavidF2 and I have been doing it for many years, mostly with Publisher which is the best version for this purpose.

Granted that Publisher does not lend itself to responsive design, although experimentation is still in progress. As to professional web designers, lately I have seen too many glossy websites with very little important information for the consumer.
